Stage 1: convert the application into technical requirements
OEM development begins by translating a finishing problem into a product specification. Describe the workpiece, machine, current surface, operation and target result. Then define known dimensions, mounting, abrasive or filament material, grit, density, hardness and operating limits.
A drawing or sample can shorten the discussion for custom wheels and brushes, but application information is still needed to judge whether the reference is suitable.
Stage 2: review feasibility and quotation assumptions
The supplier or sourcing team reviews which production resource fits the product and which details remain open. The quotation should identify the configuration being priced, packaging basis, quantity, tooling or artwork assumptions and items that still require confirmation.

- Trial and expected production quantities
- Packaging and branding scope
- Required documents or inspection points
- Items excluded or pending confirmation
Stage 3: approve a representative sample
Test the sample using the intended machine, workpiece and process settings. Record the result instead of relying only on a visual impression. For finishing products, useful records can include speed, pressure, feed, contact time, surface appearance and product wear.
If a revision is required, identify one controlled change at a time where practical. Keep the final approved sample, drawing or signed specification as the reference for production.
Stage 4: confirm packaging and production controls
After the product is approved, confirm label content, packaging materials, pieces per pack, carton marks and destination requirements. Establish the checks needed during or after production and how deviations will be reported.
Customized product and branded packaging may follow different lead times. Schedule artwork confirmation early enough that packaging does not delay an otherwise approved product.
Stage 5: protect consistency on repeat orders
A repeat order should reference the approved specification and any agreed sample number or artwork version. Record changes in raw material, dimensions, labels or packing before production. Review field feedback and update the controlled specification when a change is intentionally approved.
